The Inglewood Transit Connector (ITC) Project is a planned Automated Transit System located in the City of Inglewood. It includes an elevated guideway and stations in the City of Inglewood. As part of the City’s collaboration and partnership with LA Metro, the Project is proposed as an extension of the Metro regional rail system. It will provide a connection to Inglewood’s activity centers, including the Forum, Hollywood Park, SoFi, and Stadium. It will close the critical first/last mile transit gap in Inglewood, increasing passenger service along the Metro system by facilitating a seamless transfer of passengers between the ITC and the Metro K Line.
The Project is being procured as a Design Build Finance Operate Maintain (DBFOM) delivery method and is seeking Capital Investment Grants funding from the Federal Transit Administration (FTA). To support the procurement, financial and funding efforts, SHA Analytics, LLC has conducted risk workshops to identify and quantify project cost and schedule risks and risk allocations. We conducted quantitative risk analysis using Monte Carlo simulation to estimate project's risk-adjusted cost and schedule based on risks retained by the sponsor and those transferred to the private developer. We also developed the first draft of the FTA Risk and Contingency Management Plan as an FTA pre-requisite for project's readiness to enter the engineering phase.
