SHA Analytics, LLC is included in the team selected by the Port Authority of New York and New Jersey to evaluate its Lincoln Tunnel Helix Replacement Program. The Helix is the approach roadway to the New Jersey entrance of the Lincoln Tunnel, which carries traffic between New Jersey and Midtown Manhattan. The Helix opened to traffic in 1937 and is approaching the end of its useful life, so The Port Authority is assessing its replacement with a new facility that meets current design and safety standards.


SHA Analytics, LLC will conduct the benefit-cost analysis to evaluate if the replacement project provides benefits to the pubic in excess of its costs. This benefit-cost analysis will assess if the long-term costs of ongoing maintenance, repair and rehabilitation of the Helix “as is” are higher than the costs of replacing the Helix, and if the economic benefits of the improvements make the project a good use of Port Authority funds.
