Los Angeles County Metropolitan Transportation Authority, Financing Strategy for High Desert Multi-Purpose Corridor, Los Angeles, CA. The High Desert Multi-Purpose Corridor (HDMPC) Project is considering construction of a new 63 mile multi-modal link between SR-14 in Los Angeles County and SR-18 in San Bernardino County to accommodate projected growth in the area and to relieve existing congestion on east/west corridors such as I-210, SR-60 and SR-138. As a sub-consultant to Public Finance Management Inc, SHA Analytics LLC is providing consulting services to develop a realistic financial strategy for the development of this project taking into account the project’s cost, potential funding and revenue sources, and private equity participation.

Los Angeles County Metropolitan Transportation Authority (Metro), Accelerated Regional Transportation Initiative (ARTI) Project, Los Angeles, CA. As a member of the HDR|InfraConsult consultants team, Dr. Amiri led the risk analysis  to develop project's risk register and conduct capital and O&M cost, and schedule risk analysis to estimate risk-based cost and schedule under different delivery methods (Design-Bid-Build, Design-Build and Public-Private-Partnership). She developed capital cost, operation, and maintenance expenditure schedules for the Project to be used in value for money analysis and business case for a Public-Private-Partnership delivery CTC application. She wrote several chapters and appendices for the business case and coordinated and reviewed sections produced by a multidisciplinary team of engineering (HDR), financial (KPMG) and legal (Nossaman) consultants.

Riverside County Transportation Commission (RCTC), I-15 Express Lanes Feasibility Study, Riverside, CA.As a member of HDR|InfraConsult consultants team, Dr. Amiri developed capital expenditure and operation and maintenance expenditure schedules for the Project to be used in value for money analysis to decide on delivery options. As part of the Project, she conducted breakeven calculations for several design and operations strategy scenarios (e.g. adding direct connectors to design, dynamic versus static toll pricing).

State of Arizona Department of Transportation (ADOT), South Mountain Freeway Project Value for Money Analysis Report, Phoenix, AZ.As a member of HDR consultants team, Dr. Amiri was in charge of developing the value for money analysis report’s outline, writing several chapters of the report, and coordinating and reviewing sections produced by a multidisciplinary team of engineering (HDR), financial (PFM) and legal (Nossaman) consultants to finalize a value for money analysis report on a tight schedule.

Sonoran Desert Drive, City of Phoenix, AZ. As a member of HDR consultants team, Dr. Amiri conducted a high level financial analysis for several Design-Build-Finance scenarios and provided consultation on pros and cons of the City moving forward with alternative procurement mechanism.
